At Ipswich, we have a resident warden in tied accommodation.  The warden is responsible for their own council tax, utility bills and contents insurance, the rest is the responsibility of the Area Meeting. It is a separate address for metering and council tax purposes, although in practice the post comes to the Meeting House letter box with the Quaker mail.
